Jim Boyer, P.E. became Managing Principal in 2014. He joined the firm in 1991 after receiving his Bachelor of Science degree in Civil Engineering from Messiah College/Temple University. He served as Director of Civil Engineering for the firm until 2006, when he took on the role of the company’s CFO.
Mr. Boyer is responsible for the overall financial management of the firm. He is a member of the National Society of Professional Engineers, the Pennsylvania Society of Professional Engineers in Private Practice, and the Coalition for Smart Growth. He serves on the board of directors for several non-profit organizations.

Bill Swiernik, R.L.A., A.S.L.A. joined DM/A in 1990. He received his Bachelor of Science degree in Landscape Architecture from the State University of New York.
Mr. Swiernik is responsible for all phases of land planning and design including concept development, construction drawing preparation and project management. He became a principal of the firm in 2006 and is a member of the American Society of Landscape Architects and the League of American Bicyclists.

Scott Hain, P.E. joined the firm in 1998 and became a principal in 2007. He also serves as Director for DM/A’s municipal services group which caters to our planning and public sector client base.
Mr. Hain received his Bachelor of Science degree in Civil Engineering from the University of Delaware. He is a member of the Pennsylvania State Association of Township Engineers, the Pennsylvania State Association of Boroughs, the Coalition for Smart Growth.
Mr. Hain is a member of the Board for the Lancaster County Clean Water Consortium. He also serves on the Lititz Borough Council and on the Linden Hall Board of Trustees.

Doug Matthews, P.E. became a principal with DM/A in 2014. He joined the firm in 2000 after receiving his Bachelor of Science degree in Agricultural and Biological Engineering from Penn State University.
As Director of Engineering for the firm, he oversees the technical design for all projects, including stormwater management, floodplain analysis, erosion and sediment pollution control plans and coordination of state and county permitting.
He serves as Chairman of the Lititz Borough Zoning Hearing Board and is also actively involved in the Boy Scouts.

Jim Feather, P.L.S., A.I.C.P. joined the firm in 2003. As Director of Surveying, he coordinates all surveying services for the company both in the field and the office, including boundary, topographic, as-built and land development surveys.
Mr. Feather received his Bachelor of Science degree in Regional Planning from Indiana University of Pennsylvania and his Associates of Engineering degree in Surveying Technology from Penn State University.
He is a member of the National Society of Professional Surveyors, the American Planning Association, the American Institute of Certified Planners, the Maryland Society of Surveyors, and the Pennsylvania Society of Land Surveyors.

Julie Spangler joined the firm in 1996. She received her Associate’s Degree in Specialized Technology CADD from York Technical Institute.
As Director of CAD Services, she coordinates all CAD services for the company and is responsible for preparing CAD drawings and Arcview GIS for company projects.

Doug Cwienk, P.G. joined DM/A in 2016 as Senior Hydrogeologist. He received a Bachelor of Arts in Geology and a Bachelor of Arts in Marine Science from Kutztown University of Pennsylvania. He also has a Masters of Science in Oceanography from the University of Rhode Island.
Mr. Cwienk is responsible for geologic investigations including: contaminant fate and transport, hazardous geology, aquifer testing, site assessment and remediation. He also provides expert witness testimony and litigation support.

Tim Higgins, P.G. joined the firm in 2016 as Senior Hydrogeologist. He has a Bachelors of Science in Geology from West Virginia University.
Mr. Higgins is responsible for development and management of water supply projects for municipalities, authorities, commercial and industrial clients and oil and gas drilling interests. He is also responsible for project management and litigation support for evaluation of contaminated sites, Act 2/Brownfield sites, petroleum/chemical releases and regulatory compliance.

Brent Detter, R.L.A. joined the firm in 2017 and serves as a Senior Project Manager working on residential, commercial, and industrial land development projects.
He is a graduate of West Virginia University with a Bachelor of Science in Landscape Architecture. Mr. Detter is also a registered landscape architect in Pennsylvania and a a LEED Green Associate.
Additionally, he holds a FAA Part 107 Remote Pilot Certification and provides all of DM/A’s aerial-related services. Mr. Detter serves as an alternate member of the East Hempfield Township Planning Commission.

Daniel Kaldas, P.E. joined DM/A’s municipal services group in 2019 as a Senior Project Manager.
He received his Bachelor of Science degrees in Architectural and Civil Engineering from Drexel University in Philadelphia, Pennsylvania and is a member of American Society of Civil Engineers.
Daniel serves as an alternate member for the East Hempfield Township Zoning Hearing Board and a youth leader at St. Mary Coptic Orthodox Church of Lancaster.

Brian McElroy joined the firm in 2007. He is responsible for technical design including roadway design, PennDOT permitting, stormwater management, floodplain analysis, erosion and sediment pollution control plans, and coordination of federal, state, and county permitting.
Mr. McElroy received his Associates degree in Engineering Technology from Reading Area Community College. He is a member of the International Erosion Control Association and the American Society of Highway Engineers.

Nick Ebersole, A.I.C.P. joined DM/A’s municipal services group in 2017 as a project manager. He is a graduate of Millersville University and holds a Bachelor of Arts in Environmental Geography, with a concentration in Environmental Studies, and a Minor in Land Use and GIS. He is also a certified planner through the American Institute of Certified Planners.
He previously worked as the Zoning Officer and Director of Planning for Manor Township and for the non-profit Lancaster County Conservancy (LCC). He currently serves on the LCC’s Land Protection Committee.

Caleb Comeaux, E.I.T. joined the firm in 2020 as an Engineering Technician.
He received a Bachelor of Science degree in Engineering with a Civil Concentration from Messiah College in Mechanicsburg, Pennsylvania.
Caleb also serves as a mentor for a student design team in Messiah College’s Collaboratory program which pairs students with working professionals related to their major.

In 2019, Joellyn Warren joined DM/A’s Municipal Services Group as a Planner.
She received a Bachelor of Arts degree in Humanities with concentrations in Community Planning and Architecture from the University of New Hampshire. Joellyn also holds a Graduate Studies Certificate in Architecture Special Programs (Rome, Italy) from Louisiana Tech University and is a graduate of the Pennsylvania Association of Township Supervisors’ Municipal Government Academy Program. She is currently certified as a Pennsylvania Building Code Official.
Joellyn is a member of both the Executive and Steering Committees for Lancaster County Clean Water Partners as well as the co-chair on their Stormwater Action Team. She’s also a Chairperson of the Lancaster County Clean Water Consortium and serves as a member for the Lancaster Housing Redevelopment Authority Vacant Property board.

Lynn Kolb joined the firm in 2018.
She previously served several non-profit organizations in a variety of roles including radio announcer, social media coordinator, writer, admissions registrar, business and finance management, as well as administrative assistant.
In addition to completing several non-profit training programs, Ms. Kolb received training from the Woman’s Leadership Network, Pennsylvania College of Art & Design, and Magazine Training International.
