What is the Comprehensive Plan Update
Project?
The
Huntingdon County Comprehensive Plan needs to be updated to comply with
recent amendments to the Pennsylvania Municipalities Planning Code
(MPC), specifically Acts 67 and 68 of 2000. Issues that need to be addressed include plan
consistency policy, land use of regional significance, natural resource
element, agricultural land preservation policy, growth areas and a
water supply plan.
In
addition, the project will include the preparation of an Infrastructure
Investment Plan that describes infrastructure service areas and
provides an overview of supply and demand for various community
facilities and services. Major deficiencies or limitations will be
identified. An implementation strategy for infrastructure, consistent
with the County Comprehensive Plan's land use element and identified
County growth areas will be developed.
Finally,
a goal of Huntingdon County is that all boroughs and high growth
townships adopt a zoning ordinance and subdivision and land development
ordinance. To further that
goal, the Plan Update Process will include a review and update of the
current County Subdivision and Land Development Ordinance (SALDO), an
update of the County’s model SALDO and the preparation of a model
zoning ordinance.
What’s happened so far?
The
Comprehensive Plan Committee (CPC)

its kick-off meeting in November to review the project Work Plan and
project schedule. In addition, some of the members of the CPC
participated in a tour of the County with the project consulting
team. The purpose of the tour was to allow CPC members to discuss
opportunities and issues of concern and view first-hand the most
important local problem and opportunities.
The
consulting team has also begun the work associated with the update to
the Huntingdon Borough Zoning Ordinance. A meeting with the
Borough Zoning Committee resulted in a list of issues/concerns that will
be discussed as the process continues.
What’s happening now?
The
consulting team has begun the process of preparing base mapping for the
project that will serve as the digital (GIS) base for all subsequent
digital maps. The base map will include road base map information
and property line base information for the County. All subsequent
mapping data will be computerized as additional "themes" or
"layers" on top of this base information.
Background
Reports are being prepared that will analyze the existing conditions
most likely to influence the future conservation and development of the
County. Reports highlighting important conditions and trends will
be prepared for the CPC. The background reports will include
factual demographic, socioeconomic and housing information and analysis
of strategic concerns, assets and opportunities.
